Added basic multilingual support.

1) Added support for tours. Now the tour number for communication is entered into the database, based on this information, a check is made whether communication is allowed or not.

2)Since peasants have never heard of CBR contest logs, it was decided to export logs with 'txt' extension. Since the program of parish schools includes information about such a file type as TXT, now there should be fewer questions about what to do with it and how to open it :)
